One of the rules of the Affordable Care Act is that no more than 20% of your insurance premium may be used for administrative costs. This includes salaries, sales, and advertising. The remaining 80% must be used for actual health care, and if your insurance carrier spends less than that 80% on actual health care, the percentage not spent must be refunded to the policy holder.
So even though I haven't had health insurance coverage since the middle of last year, I recently received a refund check from my former carrier, Anthem/Blue Cross, in the whopping amount of:
